What Is MSTC?

MSTC Limited is a Mini Ratna Category-I Central Public Sector Enterprise under the Ministry of Steel. It is a general-purpose, cross-sector e-auction platform: government departments and PSUs from steel, mining, coal, defence, ports and numerous other sectors use MSTC to sell scrap, surplus stores, obsolete equipment, minerals, and other disposable assets to private bidders. MSTC’s scope spans a very wide range of central PSUs and ministries, but its core function is disposal — the government or PSU is always the seller.

What Is IREPS?

IREPS (Indian Railway E-Procurement System, at ireps.gov.in) is Indian Railways’ own dedicated digital platform, administered directly under the Ministry of Railways. Unlike MSTC, IREPS is not limited to auctions — it covers the full range of Railways’ procurement and disposal activity, including tenders for works contracts, stores and materials, and services, as well as e-auctions for scrap sale and asset/commercial leasing (such as parcel space, advertising rights, and station amenities). IREPS serves all 18 railway zones, production units, and other Railway-administered organisations as a single, unified system.

Core Differences at a Glance

  • Administrative ministry: MSTC — Ministry of Steel. IREPS — Ministry of Railways.
  • Sectoral scope: MSTC — broad, spanning steel, mining, coal, defence, ports and other central PSUs. IREPS — exclusively Indian Railways and its zones/production units.
  • Type of activity: MSTC — e-auction/disposal only. IREPS — both procurement (tendering, where Railways buys) and disposal (e-auction, where Railways sells).
  • Registration: Separate portals, separate vendor/buyer profiles, separate DSC linkage, and separate fee structures — registering on one does not carry over to the other.

Railway Scrap: Which Platform Actually Applies?

This is where the two platforms are most commonly conflated, so it’s worth being precise. Based on our research, Indian Railways conducts its own scrap disposal — condemned rolling stock, rails, wagons, coaches, and permanent-way material — almost entirely through its own IREPS e-auction module, not through MSTC. Zonal railways and production units run these sales directly on ireps.gov.in, and Railways’ 2022 expansion of e-auction into commercial-earning and Non-Fare Revenue contracts was explicitly built on the same IREPS infrastructure already used for scrap sale — indicating scrap e-auction has long been an IREPS-native function.

MSTC’s scrap auctions, by contrast, draw from an entirely different pool of sellers: steel plants, mining companies, coal companies, defence establishments, ports, and other central PSUs — not core Indian Railways scrap. We did not find verifiable evidence that MSTC currently acts as a direct e-auction service provider for mainline Railway scrap disposal; if you specifically want railway-origin scrap, IREPS registration is the relevant route, not MSTC. When Would a Business Use Each Platform?

  • Use IREPS if: you want to bid on Indian Railways works contracts, stores/material tenders, or service contracts; or you specifically want railway-origin scrap — rails, condemned coaches and wagons, or P-way material; or you’re interested in Railways’ commercial/NFR leasing auctions.
  • Use MSTC if: you want scrap or surplus material from steel plants, mining companies, coal companies, defence units, ports, or other central PSUs; or you want to participate in mineral and coal e-auctions; or you’re interested in general government surplus and asset disposal outside the Railways ecosystem.

Registration Process Compared

MSTC

  • Buyer (or seller) registration on mstcecommerce.com with PAN and GST details.
  • Category-specific registration fee, which varies by the type of goods (scrap, coal, minerals, real estate, etc.).
  • Class 3 Digital Signature Certificate required for bidding.
  • Per-auction Earnest Money Deposit (EMD) based on lot value.

IREPS

  • Vendor registration directly on ireps.gov.in, including PAN and GST details.
  • Registration is typically tied to specific item/material codes or work categories relevant to the tenders or auctions you intend to participate in.
  • Class 3 Digital Signature Certificate required, as with MSTC.
  • Security deposits and EMD requirements apply per tender or auction, similar in principle to MSTC but administered under Railways’ own rules.

Can You Register on Both?

Yes — and for serious scrap traders and recyclers, this is often the sensible approach. Because MSTC and IREPS draw from structurally separate seller pools (general central PSUs versus Railways specifically), registering on only one platform means you are permanently blind to whatever the other is offering. Maintaining active, compliant registrations on both maximises the deal flow available to your business, at the cost of managing two separate sets of documentation, DSCs, and category registrations.
