The Short Answer: Railways Runs Its Own Platform — IREPS

Indian Railways operates its own dedicated e-procurement and e-auction system, IREPS (Indian Railway E-Procurement System), at ireps.gov.in, administered directly under the Ministry of Railways. Zonal railways, production units, and other Railway-administered entities conduct scrap sales through IREPS’s e-auction module, not through MSTC’s platform. Every zonal railway’s Stores department — Central Railway, Northern Railway, and others — publishes its scrap sale e-auction activity through this IREPS-linked infrastructure, and railway scrap sale on the whole is conducted exclusively through online e-auction on this system.

This is a well-established, current practice: when the Ministry of Railways expanded e-auction to cover commercial earning and Non-Fare Revenue (NFR) contracts in 2022, it explicitly did so through IREPS’s e-auction leasing module, and described the move as being brought “in line with prevailing e-auction of scrap sale” — confirming that scrap e-auction was already an established, IREPS-based function well before that expansion.

Where MSTC Actually Fits Into the Scrap Landscape

MSTC’s own history is part of why the confusion is understandable. Originally established in 1964 as the Metal Scrap Trade Corporation, MSTC’s founding mandate centred on organising and canalising India’s ferrous scrap trade — and Indian Railways, as the country’s largest generator of ferrous scrap, was historically central to that trade. Over the following decades, however, Railways built out its own dedicated e-procurement infrastructure, and scrap disposal for zonal railways and production units has since consolidated under IREPS as Railways’ in-house system.

Based on current, publicly available information, we did not find verifiable evidence that MSTC is presently empanelled as a direct e-auction service provider for mainline Indian Railways scrap disposal. The dedicated, current route for railway scrap — rails, condemned coaches and wagons, P-way material, and similar categories — is registration on IREPS itself, not MSTC. We would rather be precise about this than repeat a widely assumed but unverified claim: if a specific railway zone, production unit, or railway-linked PSU were to route a particular disposal lot through an external agency such as MSTC on a case-by-case tender basis, that would be identifiable only from the specific tender notice itself — it should never be assumed as the general rule.

Why the Two Platforms Get Confused

MSTC and IREPS are both central-government digital platforms built around similar mechanics — buyer/vendor registration, Digital Signature Certificates, Earnest Money Deposits, competitive online bidding, and “as is, where is” sale terms for scrap lots. Both platforms also serve the same broad universe of scrap traders and recyclers. The difference is administrative ownership and scope: MSTC operates under the Ministry of Steel as a general-purpose e-auction agency serving a wide range of central PSUs and ministries, while IREPS operates under the Ministry of Railways as Railways’ own dedicated system, covering both procurement (tenders for works, stores and services) and disposal (scrap sale and asset leasing) exclusively for Railways.

So Which Platform Should You Register On?

• Register on IREPS if your business specifically wants railway scrap — rails, condemned rolling stock, wagons, coaches, P-way material, or other Railway-origin disposal lots — or if you intend to bid on Railway works and stores tenders.
• Register on MSTC if you want scrap and surplus material from other central PSUs and ministries — steel plants, mining companies, coal companies, defence establishments, ports — or want access to MSTC’s mineral and coal e-auctions.
• Register on both if you are a serious scrap trader or recycler looking to maximise deal flow. The two platforms draw from entirely different pools of sellers, so registration on one does not give you visibility into the other’s listings.
